View ScheduleOctober 6, 2023: The GST Council has provided clarification on the application of 28% GST on the full face value of bets in online gaming, horse racing, and casinos. AIGF has submitted detailed representations highlighting the potential impact on the skill gaming sector and seeking reconsideration of the valuation mechanism.
AIGF's economic impact assessment indicates that the current formulation could reduce industry growth by 30-40% and affect over 50,000 direct jobs. We are engaging with the Ministry of Finance to propose alternative models that distinguish between games of skill and chance while ensuring appropriate tax revenue.
Member companies are advised to consult with tax experts and prepare for compliance requirements expected to be implemented from April 1, 2024. AIGF will conduct webinars on GST compliance for members throughout November 2023.
September 22, 2023: The Ministry of Electronics and Information Technology has published the draft "Online Gaming (Amendment) Rules, 2023" for public consultation. AIGF has convened a committee of legal experts and member representatives to prepare comprehensive feedback.
The draft rules propose a self-regulatory organization model with significant emphasis on player protection, KYC verification, and grievance redressal. AIGF welcomes the progressive approach and has submitted suggestions to ensure the framework is practical, innovation-friendly, and distinguishes between different types of games.
Key recommendations from AIGF include clearer definitions of permissible online games, reasonable compliance timelines for existing operators, and flexibility for SROs to adapt to technological innovations. The final rules are expected by December 2023.
August 15, 2023: AIGF has launched an upgraded version of its Player Protection Portal with enhanced features including multilingual support, AI-powered dispute categorization, and faster resolution timelines. The portal has resolved over 15,000 player complaints since its inception in 2021.
The new version includes integration with member company systems for real-time status updates, a knowledge base with FAQs on responsible gaming, and a mediation module for complex disputes. Player satisfaction with the portal has increased to 96% based on recent surveys.
All member companies are required to integrate with the portal API by January 31, 2024. Training sessions for customer support teams will be conducted throughout October and November 2023.
